Donald J. Schier founded DJSC, LLC in 2002 after beginning his career across Big Four professional services, financial services, and government technology consulting. He specializes in leading and recovering large-scale system-integration efforts for public-sector and enterprise clients — stepping in where projects have stalled, exceeded budget, or lost stakeholder confidence, and guiding them to successful delivery.
Earlier in his career, Donald worked in Treasury Solutions at JPMorgan Chase, supporting compliance reporting, transaction data management, and audit controls for one of the world's largest regulated financial institutions. He began his consulting career at KPMG Consulting / BearingPoint, focused on government regulatory testing and audit methodology for public-sector clients.
Since founding DJSC, Donald has led multi-agency software implementations for state and municipal government agencies across the country — including engagements for the Commonwealth of Massachusetts, the State of New York, and the City of San Antonio — with deep domain expertise in Licensing, Permitting, and Inspections (LPI) systems spanning Building, Land Management, Code Enforcement, Fire, and Environmental Health contexts. He also designed and delivered an identity management and access-control architecture for the New York Police Department, governing access for more than 50,000 users. Clients and colleagues consistently point to his ability to lead through crisis, keep teams motivated under pressure, and deliver complex, mission-critical programs with transparency.
Donald studied Computer Engineering at Drexel University, has an Advanced Certified ScrumMaster (A-CSM) credential, and has completed executive education at MIT Sloan, Stanford, Duke (Fuqua), and Boston University (Questrom).
